All persons promoting motor vehicle racing within the confines of the Municipality will be required to exhibit their license at the request of any resident.
Every police officer of the Municipality shall require any person conducting motor vehicle racing, who is not known by the officer to be duly licensed, to produce his license and to enforce this chapter against any person found to be violating any of its provisions.
