(a) No person shall operate a junk yard or salvage yard within the corporate limits of the Municipality, unless such business is carried on entirely inside a building or in an open area enclosed by a nontransparent fence meeting the requirements of this Section.
(b) Junkyards shall be surrounded by an opaque wood or masonry fence no more than eight (8) feet in height.
(c) The required fence shall enclose all operations, equipment, junk and inoperable vehicles at all times unless the junk, equipment, or inoperable vehicles are in transport to or from the site. No junk or other material of any kind shall be piled higher than the top of the screening and visible from a public right of way. No junk or other material of any kind shall be piled or stored outside the fencing.
(d) Any portion of the fence adjacent to a public right of way shall be surrounded by vegetation that provides a year round opaque screen at least six feet in height. The vegetation shall be maintained as a continuous unbroken hedgerow without gaps or open spaces.
