(a) When accompanied by a parent, legal guardian or other responsible person who is eighteen years old or older and approved by the minor's parent or legal guardian.

(e) When the event is preplanned or spontaneous, and parental or legal guardian consent is given to attend, which includes traveling to and from the designated location.
(f) When the event is commercial in nature and the Police Department is advised twenty-four hours in advance, informing it of the time such event is scheduled to begin, the location at which the event will be held, the time at which the event will end and the name of the sponsoring organization.
