5-4-4: EASEMENTS:
   A.   All aboveground utilities shall be placed on rear or side property lines. Where a subdivision is traversed by a watercourse, an appropriate easement shall be provided for the watercourse in either an open cut or in an underground conduit, depending upon the density of development.
   B.   Where water mains, sanitary sewers, storm sewers, gas mains, telephone lines, power lines or other utilities are located on or adjacent to property lines, adequate easements together with right of ingress or egress thereto and therefrom shall be provided and platted.
   C.   Said easement shall provide that no structure or building, except a division fence shall be placed on said easement.
   D.   Easements shall not be less than eight feet (8') in width. Where more than one underground utility is to occupy the easement, the easement shall be of such width as to extend five feet (5') at each side beyond the centerline of the outermost utilities. Additional width shall be provided where necessary to accommodate utility pole bracing. The Zoning and Planning Commission may require evidence of approval by the public utility company of easement width.
   E.   The installation of all utilities underground is strongly encouraged. (Ords. 79-2-5, 81-36-78, 92-11-45, 93-9-24, 19-16-66)
