5-4-3: DRIVEWAYS:
Except where improved alleys are existing, every lot in a subdivision shall be provided with not more than one paved driveway. Said driveway shall contain sufficient paved area for the parking of at least two (2) full size automobiles, unless the only parking space(s) located on said driveway is/are in the front yard, in which case sufficient paved area for only one full size automobile will be allowed. Said driveway shall comply with the following:
   A.   Minimum Length And Width: The minimum driveway length shall be from the street access to a point forty feet (40') behind the minimum setback line, and the minimum width of said paved driveway shall be nine feet (9'). When the only parking space(s) located on a driveway is/are in the front yard, the minimum driveway length, as provided by this subsection, shall not be applicable to the driveway.
   B.   Maximum Width: In no case shall a driveway for access to a single-family residential property exceed twenty feet (20') in width at the property line.
   C.   Number Of Driveways: Not more than one driveway shall be allowed to service any single-family home unless permission is first granted by the Zoning and Planning Commission.
   D.   Circular Driveways: For purposes of this chapter a "circular driveway" is defined as a continuous driveway that provides access to the street via more than one curb cut on a single street frontage. Any new circular driveway must be petitioned for before the Zoning and Planning Commission subject to the provisions of sections 2-1-7-2 and 2-1-7-3 of this code.
   E.   Construction Materials And Standards: The driveway shall be constructed with a minimum concrete thickness of five inches (5") and a granular bedding base of two inches (2") minimum compacted thickness, or with a minimum compacted crushed stone base course of six inches (6") in thickness and an asphalt surfaced course of two inches (2") in thickness, and all such construction shall be in accordance with sections 6-1G-1 through 6-1G-3 of this code.
   F.   Access To Streets: Except in the case of a corner lot, the driveway for a single- family residence shall only access the street in front of the property serviced by the driveway. In the case of a corner lot, the driveway for a single-family residence may access either: 1) the street in front of the property serviced by the driveway ("front load garage") or 2) the street which abuts the property and intersects the street in front of the property ("side load garage"). For purposes of this subsection, the "street in front of the property" shall be defined as the street designated in the mailing address for the property. In addition to the aforementioned street access, a driveway for a single-family residence may also access an alley abutting the property. A variation from the provisions of this subsection may be petitioned for before the Zoning and Planning Commission subject to the provisions of sections 2-1-7-2 and 2-1-7-3 of this code.
