The subdivider shall, at his own expense, improve all streets in accordance with the current specifications in effect as amended from time to time by the village president and board of trustees; provided, however, that the president and board of trustees may impose more stringent specifications for through streets within or adjoining a subdivision as a condition precedent to accepting any subdivision plat.
