In order to promote the realization of the Comprehensive Zoning Plan of the Village, as adopted in 1963 and subsequent amendments and revisions thereto, hereinafter referred to as the "Official Plan" of the Village; in order to provide reasonable requirements for public streets, community facilities and other public grounds; in order to provide for the health, safety, comfort and convenience of the residents of the Village and contiguous territory; and, in order that developers of land may have a procedural guide, the regulations contained herein establishing reasonable standards of design and procedure for subdivision of land and of areas subject to redevelopment within the Village and contiguous unincorporated territory are hereby adopted as part of the Official Plan of the Village.
