2-6-3: OFFICERS, MEETINGS:
   A.   Secretary To The Board: The board may employ a secretary, or may designate one of its own members to act as secretary. The secretary shall:
      1.   Keep the minutes of the Board's proceedings;
      2.   Be the custodian of all records pertaining to the business of the Board;
      3.   Keep a record of all examinations held;
      4.   Perform all other duties the Board prescribes; and
      5.   Be custodian of the seal of the Board, if one is adopted. The Board is hereby authorized to adopt, by resolution, an official seal and to prescribe the form thereof.
   B.   Regular Meetings: Meetings shall be held at least once every month on the 1st Wednesday of the month. except that the Board may, by rule, provide for changing dates for seasonal reasons or in the event there is no pending business.
   C.   Special Meetings: Special meetings may be called by the chairman or by any three (3) members of the Commission.
   D.   Open to the Public: All meetings of the Board shall be open meetings as required under the applicable statutes of the State and the codes of the Village.
   E.   Robert’s Rules of Order: In all cases not covered by the rules herein or where they are not applicable, the Board shall be covered by parliamentary law as laid down in “Robert’s Rules of Order” as revised.
