The chief of police is hereby authorized to institute a "handi-cop program" whereby handicapped individuals may volunteer to assist the police department in handicapped parking enforcement by taking photographs of motor vehicles which are illegally parked in handicapped parking places. Prior to instituting such a program, the chief of police shall prepare a detailed plan for implementation of the program. Said plan shall include, but not be limited to, detailed provisions in regard to the screening, training and monitoring of the volunteer participants. In addition, said plan shall provide that all volunteers be required to execute an "indemnification of, and waiver and release of claims against, the village of Oak Lawn" form prior to participating in the program. The plan, as prepared by the chief of police, shall be approved by the president and board of trustees prior to the implementation of any such "handi-cop program". (Ord. 92-08-31)
