Notwithstanding anything to the contrary set forth in this code, in the event that a person is arrested and imprisoned for a violation of any provision of this code, and such person is subsequently convicted for said violation, the fine assessed for the violation shall be increased by the amount of eighty dollars ($80.00) per day for each day (or portion thereof) that the violator was imprisoned in the village jail (the "imprisonment fine surcharge"). The imprisonment fine surcharge shall be assessed by the court, the administrative adjudication hearing officer, or such other tribunal of competent jurisdiction before which the conviction is had.
