2-1-3: MEMBERSHIP, APPOINTMENTS, TERMS OF OFFICE:
There is hereby created and established a Zoning and Planning Commission which shall consist of seven (7) members whereby the President shall appoint one (1) member and each Village Trustee shall appoint one (1) member from their district. All appointments, except to vacancies, shall begin on September 1 of the calendar year. Members of the Zoning and Planning Commission serving as of the effective date hereof shall serve until the end of the term to which appointed and until their successors are named and qualified. Effective September 1, 2019, a full term shall be four (4) years and terms shall be staggered so not more than three (3) expire each year. Such staggered terms shall coincide with District 1, 3, and 5 appointees to expire opposite years of District 2, 4, and 6 appointees. For purposes of this Chapter, such appointments for District 2, 4, and 6 beginning on September 1, 2019, shall have initial term limit to end in calendar year 2021 so as to initiate such staggered
terms. If a vacancy exists following the failure and/or refusal by a Village Trustee to appoint a member by October 1 of the calendar year, an appointment shall be made by a recommendation from the President with approval of the majority of the Village Board.
The President and Board of Trustees may compel attendance of any absent member and may remove any such member from said Commission if that member misses three (3) consecutive meetings. The removal shall be initiated by the President and subject to the confirmation of such removal by the advice and consent of the Village Board.
The chairman shall be elected annually, at the regular meeting closest to September 1 of the calendar year, by and from the membership to serve a term of one year. No member may serve as chairman more than two (2) consecutive terms. The Commission may designate such other officers as it may by rule prescribe.
The chairman of the Commission may declare that a vacancy exists if a member has been absent for three (3) consecutive meetings. The adequacy of excuses offered for absences shall be determined by the chairman. (Ords. 93-9-24, 19-16-66)
