2-1-2: JURISDICTION AND AUTHORITY:
The Zoning and Planning Commission is hereby vested with the following jurisdiction and authority:
   A.   To investigate and make recommendations to the Board of Trustees concerning the subject matter of amendments or variations or additions to the Zoning Title 1 , upon its own motion or at the request of the Board of Trustees or upon petitions filed by one or more owners of property in any district or portion thereof; except, that portions of the Zoning Title relating to the appeals function may not be changed by initiative of the Zoning and Planning Commission.
   B.   To hear all applications for rezoning requests, special uses and/or variations of use in the manner prescribed by the subject to the standards established in the Zoning Title and report findings and recommendations to the Board of Trustees.
   C.   To hear and pass upon applications for planned developments in the manner prescribed and subject to the procedures and standards established in the Zoning Title and report such findings and recommendations to the Board of Trustees.
   D.   To initiate, direct and review, from time to time, studies of one or more provisions of the Zoning Title and to make reports of such review and recommendations to the Appeals Board 2 and the Board of Trustees.
   E.   To adhere to the current Master Plan and to recommend only such changes and variations as are clearly necessary, together with specific reasons for the recommendations.
   F.   To hear and decide all matters referred to it or upon which it is required to pass under the Zoning Title and other ordinances of the Village or relevant statutes of the State.
   G.   In addition, the Commission shall have the power to require Village department heads and employees to appear before it and answer questions and assist the Commission in its recommendations.
      1.   To conduct an ongoing survey to identify historic buildings, districts, landmarks and structures within the Village.
      2.   To investigate and make recommendations to the Village Board concerning the adoption of ordinances designating buildings, districts, landmarks and structures as historic.
      3.   To keep a register of all buildings, districts, landmarks and structures that have received official historic designation, including all information required as part of each designation.
      4.   To create an appropriate system of plaques for identification of historic buildings, districts, landmarks and structures, and make recommendations for the design and implementation of specific markings and signage of streets and routes leading from one historic building, district, landmark and/or structure to another.
      5.   To advise and assist owners of historic buildings, landmarks and structures in regard to:
         a.   Identifying the State and Federal agencies through which historic building, landmark and/or structure designation can be applied for and obtained;
         b.   The preparation of applications for State or Federal historic building, landmark and/or structure designation;
         c.   Seeking out grant funds that are available for individuals who desire to restore historic buildings, landmarks and/or structures;
         d.   The preparation of application for said grant funds; and
         e.   The technical aspects of the preservation, renovation, rehabilitation and restoration of historic buildings, landmarks and/or structures.
   H.   To participate in the “certified local government” program of the National Historic Preservation Act, as amended, and the Illinois Historic Preservation Agency, and carry out any responsibilities delegated to the Commission under that program.
   I.   To call upon available Village staff members as well as other experts for technical advice.
   J.   To confer recognition upon the owners of historic buildings, landmarks and structures for their historic preservation efforts by means of certificates, plaques, markers or awards.
   K.   To assist in the development, review or amendment of a historic building, district, landmark and/or structure preservation component in the Comprehensive Plan of the Village.
   L.   To review and comment upon Village projects or activities affecting historic buildings, districts, landmarks or structures.
   M.   To undertake any other action or activity necessary or appropriate to the implementation of its powers and duties, or to implementation of the purposes of this Chapter, as assigned from time to time by the Village Board. (Ords. 93-9-24, 94-23-103, 96-14-69, 98-20-92, 19-16-66; 21-19-86)
