A. Notice: It shall be the duty of the health and sanitation officer to serve notice, in writing, upon the owner, occupant, agent or person in possession or control of any lot, building or premises in or upon which any nuisance may be found or who may be the owner or cause of any such nuisance requiring him to abate the same in such manner as the health and sanitation officer shall prescribe, within a reasonable time. It shall not be necessary in any case for the health and sanitation officer to specify in his notice the manner in which any nuisance shall be abated, unless he shall deem it advisable so to do. Such notice may be given or served by any officer who is so directed.
B. Failure To Comply With Notice: If the person referred to in the preceding subsection notified accordingly shall refuse or neglect to comply with such notice within the time and in the manner specified, the health and sanitation officer shall cause the summary abatement of such nuisance at the expense of the party responsible for, or permitting the same, and they shall be subject to the penalties provided for violations of the provisions of this chapter.
C. Procedure When Responsible Person Unknown: Whenever the owner, occupant, agent or person in possession, charge or control of premises, in or upon which any nuisance may be found is unknown and cannot be found, the health and sanitation officer may initiate proceedings to abate the nuisance after posting notice on the premises and sending notice by certified mail, return receipt requested, to the last known taxpayer as shown in the records of the Cook County treasurer.
D. Collection Of Expenses: In either case provided by subsections B and C of this section, the expense of such abatement, plus all costs and interest at the rate of one percent (1%) per month or twelve percent (12%) annual interest rate, shall be collected from the person who may have created, continued or suffered such nuisance to exist.
