Any owner or person in possession and control of any building who shall refuse or neglect to make changes, alterations or repairs for a period of fifteen (15) days after notice from the Fire Chief shall be subject to a fine of not less than twenty five dollars ($25.00) nor more than five hundred dollars ($500.00) for each and every day, after said fifteen (15) day notice period, that he shall refuse or neglect to make such changes, alterations or repairs.
