It shall be the duty of the fire chief to investigate or cause to be investigated all complaints of violations of the fire prevention regulations of the village. Where it is found that fire prevention regulations of the village are being violated, or that any building, structure or premises is in such condition as to be a probable cause of fire, panic or other accidents, compliance may be attempted to be secured first by informal action. Where compliance is not obtained by such informal action within a reasonable period of time, a complaint for the violation of the fire prevention code shall be initiated by the fire chief or such subordinate as he may designate.
