7-1-4: FIRE CHIEF:
   A.   Appointment: The village manager is authorized to appoint, suspend or discharge the chief of the fire department without the consent of the board of trustees.
   B.   Powers And Duties:
      1.   Generally: The fire chief shall not be subject to active fire duty. He shall have the management and control of all matters and things pertaining to the fire department, and of all the officers, persons, members and volunteers of the fire department shall be under the direction and supervision of the fire chief.
      2.   Supervisory Duties: The fire chief shall have the sole and absolute control and command over all persons on duty connected with the fire department of the village. He shall possess full power and authority over its organization, government and discipline, and the direction and control of the bureau of fire prevention, and to that end may, from time to time, prescribe and establish such rules and regulations as he may deem advisable, subject to the provisions of the police and fire commissioners act and the codes adopted by the president and board of trustees.
      3.   Suspension Of Firemen: The fire chief shall have the power to suspend any fireman from duty, but he shall report such suspension to the board of fire and police commissioners at its next regular meeting, and the reasons for his action. On such report being made, the board of fire and police commissioners shall take such action thereon as shall to them be just and right in the premise. Any fireman so suspended shall not be entitled to pay while so suspended, nor until he is returned to duty by the proper authority.
      4.   Investigate Fires: The fire chief shall cause all fires to be investigated where the causes are undetermined or wherein incendiarism is suspected and shall maintain a record of such investigations and of the evidence in each case.
      5.   Reports:
         a.   At the end of each fiscal year of the village, the fire chief shall prepare and submit, through the village manager to the President and Board of Trustees, a report of all fires that have taken place during the year, with the causes thereof, if ascertainable, and the number and description of all buildings damaged or destroyed.
         b.   The Fire Chief shall be responsible for the keeping and the making of necessary reports to the State Fire Marshal, and shall aid and assist the State Fire Marshal in any investigation the said Marshal shall deem expedient or necessary to make.
         c.   The Fire Chief shall keep and maintain a proper record of all inspections made and a summary of violations, together with a memorandum of the disposition of all fire prevention violations found to exist. The records shall be open for inspection by the Village Manager, the President and Board of Trustees, Chief of Police and Director of Office of Quality Control or Inspectors.
      6.   Records: The Fire Chief is charged with maintaining complete records of all business transactions in the Fire Department and of all property placed in his custody or charge.
      7.   Inspect Equipment And Property: The Fire Chief shall cause an inspection to be made at least annually, of all fire apparatus, equipment and houses, and make his report and findings through the Village Manager to the President and Board of Trustees in time for their consideration of the budget and the appropriation ordinance.
      8.   Deliver Effects: On expiration of his term of office or his resignation thereof or removal therefrom, the Fire Chief shall deliver to his successor in office all books, records, equipment and property of every description in his possession belonging to the Village or pertaining to his office.
   C.   Bond: The Fire Chief, shall, before entering the duties of his office, execute a bond to the Village in the sum of one thousand dollars ($1,000.00), with surety to be approved by the President and Board of Trustees, conditioned for the faithful discharge of his duties.
