The Council may appoint a City Attorney to serve as its will and pleasure who shall be a duly licensed attorney at law. His salary shall be such as agreed upon between him and the Council and as fixed by the Council.
The City Attorney shall be the legal adviser of the Council and of all officers, departments and agencies of the City in matters relating to their official powers and duties.
He shall represent the City in all legal proceedings and shall also perform such other duties incident to his position as may be required of him by law or by the order of the Council.
