SECTION 10(a)  POWERS AND DUTIES OF THE MAYOR.
   The Mayor shall preside at all meetings of the Council; shall be recognized as head of the City government for all ceremonial and military purposes; and shall be the proper officer to execute deeds, contracts (except such contracts as the Council may authorize the City Manager to execute) or similar formal documents for and on behalf of the City, but the Mayor shall have no regular administrative duties.  On all matters coming before the Council, the Mayor shall not have the right to vote except in the case of a tie vote.
   In the absence of the Mayor, the Council, by majority vote, shall select one of its members to preside at meetings of Council and otherwise perform the Mayor's duties during such absence.
