The funds collected under the provisions of this subchapter shall be applied for the following purposes:
(A) Such part thereof as shall be deemed necessary to defray all costs of collecting the taxes levied by this subchapter and the costs of administering and enforcing the provisions thereof.
(B) The balance of the funds collected under this subchapter, after providing for the allocation of funds set forth in division (A) of this section, shall be used for purposes of general municipal operations, maintenance, new equipment, extension and enlargement of municipal services and facilities and capital improvements of the village as provided by ordinances of the Village Council.
