(A) The Village Council establishes a collection fee up to 33% of the balance to be assessed to unpaid utility bills, property maintenance bills, hazardous waste bills, rescue bills, capital improvement bills, and delinquent income taxes, which have been turned over to a collection agency.
(B) The collection service fee shall be automatically assessed once any account is turned over to a collection agency.
