(A) No person shall obstruct any street, alley, sidewalk, public ground, or other public way within the village by erecting thereon any fence, structure or building, or permitting any fence, structure or building to remain thereon unless otherwise specifically authorized by the Legislative Authority or other proper municipal official. Each day that any such fence or building is permitted to remain upon such public way shall be deemed a separate offense.

(B) Whoever violates this section is guilty of a misdemeanor of the third degree.
