(A) No person shall stand or park any motor vehicle during the hours of 3:00 a.m. until 5:30 a.m. in any of the following designated areas:
(1) On that portion of Water Street from Brooklyn Street to Toussaint Street;
(2) On that portion of Locust Street from Mill Street to Main Street;
(3) On that portion of Church Street from Mill Street to the alley on the north side of the Municipal Building.
(B) Whoever violates this section is guilty of a minor misdemeanor.
(C) If any motor vehicle is found in violation of this section, and the identity of the driver cannot be determined, the owner or person in whose name such vehicle is registered shall be held prima facie responsible for such violation.
(D) Any motor vehicle parked in violation of this section is subject to impoundment and removal by law enforcement officers of the village or their agents, and the owner thereof shall be liable for impoundment fees and storage charges.
