Pursuant to R.C. § 3791.031, the Village Administrator is designated as the officer or official responsible for implementing the provisions of R.C. § 3791.031 within all buildings owned by the village. More specifically, the Village Administrator is hereby authorized and directed to designate the area or areas within municipally owned buildings where smoking is not permitted, and to place or cause to be placed proper signs that are clearly visible and which include the words, "No Smoking" as to such designated areas.
