(A) In providing municipal services with concern for the citizen's public health, welfare and safety, there is a need to provide guidance for the administration of these services and bring a sense of order and unity to the workplace.
(B) There is a need to set forth policies, rules and regulations which shall constitute the personnel system for the workforce of the village.
(C) There is hereby adopted by reference the Personnel Manual, Village of Oak Harbor, dated November 1, 1993, as may be amended from time to time, which establishes rules and regulations and shall constitute the personnel system for the workforce of the village. The Personnel Manual, as amended, shall be treated as if set forth in full herein.
(D) Changes or amendments to the Personnel Manual may be made in the manner prescribed by law.
(E) Copies of the Personnel Manual are available and filed with the Village Administrator.
