(A) No person shall operate and/or maintain a motor transportation engine, truck engine, reefer and/or refrigeration unit, or allow a motor transport engine, truck engine, reefer and/or refrigeration unit to be operated on one’s property, between the hours of 10:00 p.m. and 7:00 a.m. in any place within the city in which the majority of the buildings within a radius of 300 feet are used exclusively for residential purposes.
(B) No person shall operate a loading dock, by actively performing loading and/or unloading functions in relation thereto, between the hours of 10:00 p.m. and 6:00 a.m. in any place within the city in which the majority of the buildings, within a radius of 300 feet, are used exclusively for residential purposes.
(C) No person shall conduct any building operations (construction, repair, reconstruction or maintenance) or property maintenance work (including, but not limited to landscaping and landscaping maintenance work) which involves the operation of any steam shovels, pneumatic hammers, steam electric hoists, hammers, tractors, power lawnmowers or other apparatus, the use of which is attended with loud or unusual noise, between the hours of 10:00 p.m. and 7:00 a.m. at any location within the city in relation to which the majority of the buildings, within a radius of 300 feet, are used exclusively for residential purposes, or between the hours of 10:00 p.m. and 6:00 a.m. at any location within the city in relation to which the majority of the buildings, within a radius of 300 feet, are used for other than residential purposes. The provisions of this division shall not be applicable to emergency situations where the building operations or property maintenance work are being undertaken in response to a situation that poses an immediate threat to the health, safety and welfare of the surrounding residents.
(D) No persons shall in other ways than as recited in the previous divisions to this section make any loud or boisterous noise within the city, or cause the same to be done by any natural or mechanical method. The ringing of bells or moderate sounding of chimes by any religious institution between the hours of 8:00 a.m. and 12:00 a.m. is exempted from this prohibition.
