No person shall play, operate or use any sound-amplifying device from a sound truck or from the outside of any building within the business district, or any loudspeaker, sound amplifier, radio or phonograph with a loudspeaker or sound amplifier, or any instrument of any kind or character which emits loud and raucous noises and which is attached to any building within the business district or upon any vehicle, unless the person in charge of the vehicle or building has first applied to and received permission from the Chief of Police to operate the loudspeaker, amplifier or other instrument.
