No person shall attempt to rescue from any officer of the city any person in the officer’s lawful custody who is convicted of or charged with the commission of a misdemeanor. No person shall aid, abet, or encourage the rescue or escape from a penal institution or custody of any person lawfully committed thereto because that person has been convicted of a misdemeanor or is charged with the commission of a misdemeanor, or convey into the institution or transfer to the prisoner anything for use in escaping.
