No person, while conducting the activities of a peddler or solicitor, whether licensed or unlicensed, shall enter upon any premises, knock on doors or otherwise disturb persons in their premises between the hours of 9:00 p.m. to 9:00 a.m., Monday through Saturday, and 12:01 a.m. to 11:59 p.m. on Sundays, except when having made a prior appointment with the person being solicited.
