(A) License required. No person shall engage in peddling or soliciting in the city without first obtaining a license therefor.
(B) Prohibited activities. Itinerant vendors and transient merchants are prohibited within the corporate limits of the city. The definitions of and prohibition on itinerant vendors and transient merchants shall not be construed to apply to:
(1) Any person selling vegetables, fruit, foodstuffs or other perishable farm products at an established city farmers market or other city-sponsored event or market, or area within the city's corporate municipal boundaries requiring a business license and/or health inspection (if applicable), at a church fair or other similar event of limited duration held by a unit of local government or not-for-profit organization for fund-raising purposes, or other location on the private property of a consenting owner.
(2) Any person delivering goods, wares, merchandise or tangible personal property who is fulfilling an order for such property which was selected or placed by mail or other means.
(3) Any person meeting the definitions of either “peddler” or “solicitor” as defined in § 118.115.
