(A) Each permit shall expire on December 31 of each year and may be renewed only by making application as provided in this subchapter (for renewals, filing of the original survey shall be sufficient).
(B) When the City Administrator or his or her designee denies renewal of the permit, the applicant shall not be issued a permit under this subchapter for one year from the date of denial. Reasons for the denial of the permit shall be enumerated by the City Administrator or his or her designee in accordance with this subchapter.
