At the option of either the city or the grantee, any matter in controversy or dispute between the city and the grantee may be submitted to arbitration in all cases where the judgment of a court of law could be sought. This option shall be exercised by serving written notice. The arbitration shall be conducted in accordance with the rules of the American Arbitration Association.
