The City Council in denying a permit application pursuant to § 114.096(A) through (F) and (J) shall be empowered to authorize the conduct of a parade, public assembly or similar activity on a date, at a time, at a location or over a route different from that named by the applicant. An applicant desiring to accept an alternate permit shall within two days after notice of the action by the City Council file a written notice of acceptance with the City Clerk. An alternative permit shall conform to the requirements of and shall have the effect of a parade or public assembly permit.
