No person shall distribute, deposit, place, throw, scatter or cast a commercial handbill upon any premises, if he or she is requested by the owner, tenant or occupant thereon not to do so, or if there is placed on the premises, in a conspicuous position near the entrance thereof, a sign bearing the words “No Trespassing”, “No Peddlers or Agents” or any similar notice indicating in any manner that the occupant of the premises does not desire to be molested, to have his or her privacy disturbed or to have any such handbill left upon the premises.
