No person shall deposit, place, throw, scatter or cast a commercial handbill in or upon any public place within the city. No person shall hand out, distribute or sell a commercial handbill in any public place. However, a person may hand out or distribute, without charge to the receiver thereof, any noncommercial handbill in a public place to any person willing to accept the noncommercial handbill.
