No person shall fail to deliver ordered merchandise within 60 days from the date of order or contract, unless otherwise provided in the order or contract, or unless the customer is notified in writing of the reason for the delay and the merchandise is delivered in less than a total of 90 days or a refund is offered within 90 days of the date of the order or contract.
