In connection with the application of any person, group of persons, partnership or corporation applying for a license or renewal of a license under this subchapter, the applicant shall pay at the time of the application a nonrefundable license application fee of $250, which shall be in addition to the license fee required in this subchapter, both of which shall be due and paid at the time when the application is completed and filed with the Local Liquor Control Commissioner and which shall be paid by a certified cashier’s check. The license application fee shall not be refunded regardless of whether the applicant is issued a license or not.
