§ 90.071 RESTORATION OF STREETS AND SURFACES; CASH DEPOSIT.
   (A)   Each applicant shall restore a street, alley, sidewalk, parkway or other public place, and the surface thereof, to the condition that existed before an opening, excavation or tunnel was made.
   (B)   The applicant shall do all necessary backfilling or cause the same to be done.
   (C)   All backfilling shall be done with care and caution and only bank or lake sand shall be used as backfill. After the backfilling has been properly done, any material excavated or not used shall be removed from the location of the excavation to the places as the Director of Public Works directs.
   (D)   In restoring the street, alley, sidewalk, parkway or other public place, the city may use its own employees and equipment and make reasonable charges therefor, or it may engage the services of other persons and equipment and charge the cost thereof to the applicant.
   (E)   Applicants not restoring a street, alley, sidewalk, parkway or other public place shall be liable for all restoration costs and shall be fined $100 per day from the date specified in written notice from the city.
