(A) If a culvert becomes plugged or clogged, the owner or occupant of the property into which a private drive or roadway over the culvert leads shall be notified to clean the same within 24 hours after notification. The notification shall be made in writing and may be served by delivering the same to the owner or occupant personally or by posting the same on the premises.
(B) If the owner or occupant fails to clean the culvert within 24 hours after notification, the city shall cause the culvert to be cleaned and shall charge all expenses of such cleaning to the owner or occupant.
