SCHEDULE II: RESIDENTIAL PARKING AREAS.
   (A)   Establishment. The city creates certain residential parking areas. These areas shall include the following:
      (1)   Mission Avenue between 151st Street and LaPalm Drive;
      (2)   Sunset Avenue between Vine Street and LaPalm Drive;
      (3)   Park Avenue between Vine Street and LaPalm Drive;
      (4)   Lamon Avenue from 155th Street on the south to 153rd Street on the north;
      (5)   The area from 15300 to 15400 Kilpatrick Avenue;
      (6)   The area on Fern Avenue between Central and Major Avenues;
      (7)   The area on Chestnut Lane between 151st Street and Forestview Drive;
      (8)   The area on Willow Lane between 151st Street and Forestview Drive;
      (9)   The area on Spruce Lane between 151st Street and Forestview Drive;
      (10)   Oak Avenue Commuter Lot Area Permit Parking Only Zone 2 weekdays from 8:00 a.m. to 12:00 a.m. on:
         (a)   Forest Avenue from 159th Street to 160th Street (west side only);
         (b)   Forest Avenue from 160th Street to 162nd Street;
         (c)   Oak Avenue from 160th Street to 162nd Street;
         (d)   Grove Avenue from 159th Street to 160th Street;
         (e)   Lavergne Avenue (north and south of 160th to the terminus);
         (f)   160th Street from Oak to Lavergne (south side);
         (g)   160th Street from Grove Avenue to Laverne Avenue (north side); and
         (h)   161st Street from Cicero to Forest Avenue;
      (11)   The area on Long Avenue between 151st and Diamond Drive;
      (12)   The area north of 155th Street on Ann Marie Drive, Betty Ann Lane, Michaele Drive and Natalie Drive is designated as a residential parking permit only area on school days from 10:00 a.m. to 2:00 p.m.;
      (13)   Creekside Drive and Crescent Lane are designated as residential parking permit only areas on school days;
      (14)   Kara Court is designated as a residential parking permit zone;
      (15)   Latrobe from 157th Street to 160th Street; and
      (16)   158th Street from Laramie Avenue; and
      (17)   East side of Laramie Avenue from 158th to 159th and the north property line of 15742 Laramie to 159th Street on the west side of Laramie Avenue.
   (B)   Parking permits required.
      (1)   It is unlawful to park any vehicle not displaying a residential parking permit in an area designated as a residential parking area in division (A)(1) through (3) above, excluding service or delivery vehicles whose operators are doing business with residents in such areas, between 8:00 a.m. and 2:00 p.m. on days when school is in session at Oak Forest High School.
      (2)   It is unlawful for anyone to park any motor vehicle in an area designated as a residential parking area in division (A)(4) through (17) above unless it displays a parking permit.
   (C)   Permit issuance. The city shall issue one residential parking permit for each vehicle bearing a current City of Oak Forest vehicle sticker and which is based from a single-family dwelling on the street designated as a residential parking permit area. The permits shall be restricted to use to the vehicle for which the permit was issued.
   (D)   In addition, the city shall issue two residential parking permits for visitors to any residence in the residential parking permit area. Visitors' parking is limited to the time that the person driving the visiting vehicle is actually in the residence or on the property being visited. Additional one-day visitor's permits may be obtained from the city for special events. Any misuse of any permits shall render them invalid and additional permits shall not be issued to the person or household which originally held the same.
   (E)   The provisions of this section shall not apply to any service or delivery vehicle when used to provide services or to make deliveries to residences within a residential parking permit area, provided that the parking of the vehicle does not exceed the time the services or deliveries are being made.
   (F)   Display of permits; limitations.
      (1)   All resident permits shall be displayed on or about the left side of the front windshield of the vehicle so as to be easily visible from the outside of the vehicle.
      (2)   The parking permit shall not guarantee or reserve a parking space within the designated residential parking permit area. The permit shall not authorize the standing or parking of any vehicle in such places as the stopping, standing or parking of vehicles is otherwise prohibited. Nothing in this chapter shall excuse the observance of any traffic regulation.
   (G)   (1)   If otherwise allowed by city ordinance the city may issue a residential parking permit for motor vehicles owned by the resident's employer and regularly used by the resident. Before issuance of a permit for such vehicle, the city shall be provided the following proof:
         (a)   Vehicle ownership;
         (b)   A statement from the employer that the vehicle has been permanently assigned to the resident for his or her use; and
         (c)   As a condition of the resident's employment the employee is authorized or directed to keep the vehicle in the employee's possession.
      (2)   Supplemental documentation may be requested by the city. Nothing in this provision is intended to nor shall it allow the parking of any vehicles above a "B" classification.
   (H)   Permits shall be issued on an annual basis concurrent with the issuance of municipal vehicle stickers.
   (I)   Permits shall be permanently displayed in the lower left hand corner of the vehicle’s rear window.
   (J)   Misrepresentations; duplicate permits.
      (1)   It shall be a violation of this chapter for any person to represent that a vehicle is entitled to a parking permit authorized by this chapter when it is not so entitled. The display of a parking permit on a vehicle not entitled to a parking permit shall constitute a representation.
      (2)   It shall be a violation of this chapter for any person to duplicate or attempt to duplicate, by any means, a parking permit authorized by this chapter. It shall also be a violation of this chapter for any person to display on any vehicle a duplicate parking permit.
   (K)   Violation; penalty.
      (1)   Whoever violates or fails to comply with any of the provisions of this chapter shall be subject to the penalties provided in § 10.99 for each offense. A separate offense shall be deemed committed each day during or on which a violation or noncompliance occurs or continues.
      (2)   In addition, the city expressly incorporates the provisions of the city towing ordinances, specifically including, but not limited to, Chapter 74.
