Every person engaged in the business of buying or selling new or secondhand bicycles shall make a report to the City Clerk of every bicycle purchased or sold by that person, giving the name and address of the person from whom the bicycle is purchased or to whom sold, and the make, serial number, model and registration number, if any, of the bicycle.
