(A) No operator of a commercial vehicle shall drive that vehicle into the commuter parking facility for the purpose of picking up freight from or delivering freight to the Rock Island Railroad facility, or for any other commercial purpose, except as provided in this section.
(B) Any person wishing to use the facility for those purposes shall, at least 24 hours prior thereto, appear, by himself or herself or by his or her authorized representative, at the Police Department, and then and there register with the Department. At that time the registrant shall give the following information to the Department:
(1) The name of the person picking up or delivering the freight;
(2) The type of vehicle to be used;
(3) The name of the driver involved; and
(4) The date and time of the pick-up or delivery of the freight.
