§ 70.23 APPLICATIONS; ISSUANCE.
   (A)   All applications for a motor vehicle license or for a transfer thereof shall be made in writing to the City Clerk on forms to be furnished by him or her, which forms shall state the applicant’s name and address and the type of motor vehicle to be licensed and which completed applications shall be accompanied by the license fee.
   (B)   The City Clerk shall issue a license to the applicant, signed by the Mayor and attested by the City Clerk, and deliver the same to the applicant, together with a tag or sticker to be affixed to the motor vehicle.
