§ 70.22 CONDITIONS; TRANSFERS.
   (A)   All persons or businesses that own a motor vehicle that is registered to an address in the city must purchase and display on his or her vehicle a city vehicle license.
   (B)   All vehicle licenses issued by the city shall be valid only for the motor vehicle for which they are issued.
   (C)   Licenses will be valid for the period beginning July 1 and ending on June 30 of the following year.
   (D)   If any motor vehicle has been purchased or lawfully acquired by the applicant on or after December 15 of the current year, the license fee for the motor vehicle for the balance of that year shall be a sum equal to one-half of the annual license fee specified in § 70.21 above for a vehicle of that class.
   (E)   In any case where an application is made on or after July 1 of the then current year, the license fee shall be twice the regular fee.
   (F)   If the owner of any motor vehicle licensed under this chapter sells the same before the expiration of the license, the license may be transferred to another motor vehicle acquired by the owner, or it may be transferred to the new owner, upon surrender of the license and the payment of a transfer fee of $2. Unless the license for any motor vehicle so sold is transferred within ten days from the sale, the license shall be void. There shall be a maximum of two transfers per household during the licensing period.
   (G)   (1)   Any person, defined as a natural person, firm, corporation, copartnership or association shall within 30 days of establishing residency within Oak Forest purchase a city vehicle sticker.
      (2)   Residency for a natural person shall include an individual who uses the city as his or her principal place of abode. In the case of a firm, copartnership, corporation or other business, the entity shall be deemed a resident of Oak Forest if its principal place of business is located in the city. Principal place of business shall be established by corporate charter, Assumed Names Act registration or other documents acceptable to the City Clerk.
      (3)   If any motor vehicle has been purchased or lawfully obtained by the applicant, said vehicle must display a vehicle license within 30 days of purchase.
