Minutes of all meetings of the City Council, whether open or closed, shall be recorded and kept in accordance with the Illinois Open Meetings Act, ILCS Ch. 5, Act 120, which Act, as it may be amended from time to time, is hereby incorporated into this section as if fully set forth herein.
