(A) Storefronts shall have glass or transparent glazing in the windows and doors, and shall be absent of bars or security scissor gates. No more than 10% of the window or door area shall be covered signs, banners, or opaque covers of any kind.
(B) Days and hours of operation shall be limited to 7:00 a.m. to 9:00 p.m., seven days a week.
(C) The use of buzzer doors that require the business to unlock the door mechanically/electronically for patrons to enter the business is not permitted.
(D) All pawnbrokers or secondhand dealers shall provide a 24-hour video monitoring and security system that shall clearly record any person(s) that enter(s) or exit(s) the business, and also record the transaction between the employee and the customer. The video may be duplicated at the request of the Oak Forest Police Department.
(E) No pawnbroker or secondhand dealer shall sell, purchase, or accept as collateral any firearms, or other weapon that requires a license to carry or sell.
(F) Any pawnbroker or secondhand dealer operation shall run criminal background checks on all new employees and provide the Police Department with an original of such document. No employee with a felony conviction within the past five years shall be employed by any pawn shop or secondhand dealer, in accordance with §§ 118.164 and 118.165.
