The acquisition and construction of a project shall not be subject to any requirement relating to public buildings, structures, grounds, works or improvements proposed by the Illinois Compiled Statutes or any other similar requirement which may be lawfully waived by this section. Any requirement of competitive bidding or restriction imposed on the procedure for awarding contracts for such purpose or for the lease or other disposition of property of the municipality is not applicable to any action taken under this subchapter.
