§ 30.20 TAKING AND ENTERING VOTES.
   (A)   The “yeas” and “nays” upon any question shall be taken and entered in the journal. When the City Clerk has commenced to call the roll of Council for the taking of a vote by yeas and nays, all debate on the question before Council shall be deemed concluded. During the taking of the vote, a member shall be permitted to briefly explain his or her vote and shall respond to the calling of his or her name by the City Clerk by answering yea or nay, as the case may be.
   (B)   The City Clerk, when calling the roll of Council for the taking of votes, shall always start the roll with the maker of the motion and continue with the roll from that point (i.e., if the first seated fifth ward member makes the motion, then he or she shall be the first called upon. The next seated fifth ward member would be called upon second. This would continue in order of seating until the last one called upon would be the second seated fourth ward member).
