(A) No ordinance, resolution or other legislative enactment which involves an expenditure of city funds will be passed and enacted without having first been placed on the regular published agenda.
(B) In the event of an emergency need, the Council may immediately place a legislative proposal on the agenda by a two-thirds vote of the Council members.
