§ 30.09 DEBATES.
   (A)   No member shall speak more than twice on the same question, except by unanimous consent, and then not until every other member desiring to speak has had an opportunity to do so; provided, however, that the proponent of the matter under consideration or the chairperson of the committee whose report is under consideration, as the case may be, shall have the right to open and close the debate.
   (B)   No member shall speak longer than five minutes at any one time, except by consent of Council, and in closing debate on any question, as provided in this section, the speaker shall be limited to five minutes, except by special consent of Council.
