When a member of Council wishes to present a communication, petition, order, resolution, ordinance or other original matter, he or she shall send it to the desk of the City Clerk, who shall read such matter when reached in its proper order. Upon the request of any two members present, any report of a committee of Council shall be deferred for final action thereon to the next regular meeting of Council after the report is made.
